Local conditions

Rivers, flood risk and the ground beneath

If there is one thing that sets building in Chelmsford apart, it is water. The city grew up where the Chelmer and the Can meet, with the Wid close by, and until the flood schemes of the 1960s the centre flooded regularly. It is still officially a Flood Risk Area, and the low-lying ground along the rivers and in the city's critical drainage areas can be caught by surface water in heavy rain.

For an extension, that has real consequences. On a plot near the rivers or in a flood-prone pocket, a project can need a flood risk assessment, raised floor levels, and drainage designed to modern sustainable standards rather than simply piped into an already busy system. Get that right early and it is straightforward. Ignore it and it stalls an application or, worse, causes trouble later.

The ground itself is mostly London Clay, which shifts with the seasons and near trees, with softer river gravels and alluvium down in the valleys and firmer glacial ground up on the ridges to the north and south. Near the water, foundations and drainage need more thought, which is exactly the sort of thing we check before pricing the work.

Planning in a growing city

Your planning authority is Chelmsford City Council, and there is one local catch that trips up a lot of homeowners on the newer estates.

Many new developments have permitted development rights removed by planning condition. In plain terms, that means the automatic right to extend without an application, which you would normally have, has been switched off for your house, so even a modest rear extension may need full permission. It is one of the first things we check, because assuming you are covered when you are not is an expensive mistake.

Closer to the centre, the picture is the older one: Chelmsford has a good number of conservation areas, including the central streets, Moulsham Street and New London Road, where permitted development is reduced and design is looked at closely. Listed buildings need separate consent. From April 2028 Chelmsford City Council becomes part of the new Mid Essex Council, though the rules carry over.
