Householder planning is handled by your district, borough or city council, not by Essex County Council. That means Epping Forest, Brentwood, Chelmsford, Uttlesford, Harlow and so on, each with its own local plan. Southend-on-Sea and Thurrock are separate unitary councils. Worth knowing: from April 2028 these councils are being replaced by five new unitary authorities, and Epping Forest, which covers Buckhurst Hill, Chigwell and Loughton, becomes part of West Essex Council. The rules will not change overnight, but the name on the letterhead will.

Many extensions fall under permitted development and need no application, but large parts of Essex carry protections that reduce or remove those rights:

The Metropolitan Green Belt covers much of south and west Essex, including the Epping Forest district. In the Green Belt you can still extend, but the scale is limited, so the work is not a disproportionate addition to the original house.

Access

Much of the south and the London fringe sits on London Clay, which swells and shrinks with the seasons and moves most near mature trees, so foundations often go deeper there. Across the central and northern plateau the ground is boulder clay, a stiff but variable glacial deposit that can change over a short distance. The far north west, up towards Saffron Walden, runs onto chalk, while the river valleys and the coast bring softer gravels, alluvium and made ground. On the Epping Forest ridge, sandier beds cap the clay on the higher ground.

None of this is a problem when it is understood before work begins. It is a problem when it is not. A builder who knows the local ground designs the right foundation from the start rather than meeting a surprise halfway down a trench.
